Normally, when organizations do this, it's because they have a specific person in mind.  It could be someone who is offshore with institutional knowledge (contractor or FTE), and they want to bring that person onshore.

This is not a liberal vs conservative thing.  Oracle, owned by a MAGA, laid off thousands of people, all while applying for thousands of H1s.
