You cannot claim that.  Even the Miami Herald said this:
"The Miami Herald could not obtain video of the April 10, 2015, event, or a transcript of the remarks."

Kelly could well have heard her claiming to have been instrumental in the funding of the building. I wouldn't put it past Wilson to make this claim.  What harm could it do?  Nobody will ever know the truth, right?  
 I seriously hope someone comes out with a video of the speech.

When Kelly was the Secretary of DHS, he gave inaccurate statements about what DHS was doing.  Whether he knew the truth and was lying or just didn't know, he wasn't very concerned with accuracy and truth.[/quote]

It's not the substance of the conversation that is the issue. It's the Congresswoman's (and the media's) suggestion that Trump called with the intent of disrespecting her husband. And likely, in many people's minds, because the soldier was black. [/quote]
