It's a good piece. Are you sure you read it? From your summary, I think maybe you must have read a different piece. Here's an alternate summary:

Opponents of the Missing Middle housing proposal: Nobody likes the proposal. If we'd wanted things to change, we would have moved somewhere where things were changing. 
Supporters of the Missing Middle housing proposal: We like the proposal. Also, things are changing, even without the Missing Middle housing proposal.
Author: The reality is, the Missing Middle housing proposal probably isn't even going to change housing and land use very much. However, it has certainly made some people, for example me, think about the meaning of being an Arlingtonian and of the "Arlington Way".

Also, there is no mention of Norway. Los Angeles, yes; Minneapolis, yes; Norway, no.

As for racism, there is a discussion of demographic data (aka facts). There's a reference to a study from 2000 finding that the "Arlington Way" tends to overrepresent the opinions of white, older homeowners over other Arlingtonians. And there's a quote of one Missing Middle supporter saying, "Whoa, we just desegregated Arlingtonian," immediately followed by the author's opinion that this statement is not true. If you feel that any of these things accuse people of being racist - well, again, I think you must have read a different piece.[/quote]
