The Smart Growth groups sprang up in response to the hyper-NIMBYism of the entrenched city and community groups. Ward 3 Vision was specifically born in response to the Tenley Neighborhood Association (which isn't even a real group) and the Friendship Neighborhood Association fighting every development proposal on the upper Wisconsin Avenue Corridor.
