Think is, the ICE/CBP and USCIS office are understaffed, bad morale and are hated by the Democrats.  This affects their ability to do their job.  A while back CBP agents were looking for volunteers to go down there and do border patrol operations on detail - not offering any incentives like hazard pay.  No one wanted to.
