They want to create additional revenue streams in order to stabilize tuition yet be able to offer robust financial aid packages.[/quote] If you read the Post article, GDS is partnering with developers on this -- perhaps arrangements are informal now, but I would look for some kind of formal development group structure later in which GDS either sells the approved project before construction or retains a minority interest.[/quote]
