Yes, civilian nuclear sites being used to develop nuclear weapons, civilians in the IRGC and intelligence apparatus, and various military installations; whereas Iran has attacked only civilian targets, apart from one presumably unintentional strike at a U.S. Embassy facility and a random lucky strike on a single IDF facility surrounded by civilian structures.  No terror there, right?  Excusable, perhaps, as a reflection of the poverty of Iran's intelligence and technology, or else reflective of deliberate targeting of only civilians.  [/quote]
