I work for Amazon and it's been a thing there since they were operating out of a garage. It's part of the culture. They're pretty strict on the rules of conduct and I haven't seen any poor behavior in th 5 years I've been there, though don't choose to bring my own in. It is supposed to be cleared by everyone who works near you and they're restricted from certain places so a "wander and bark" dog would be kicked immediately out, but guessing the startups are mimicking this concept without the structure.
