The UK system is also based on performance on levels, exams and personal statement about why you are applying to that particular course of program (i.e. major). And the applicant is committed to that course for the next 3-4 years. Also, public school means private there and the reverse. Wealthy people literally bribe the proctors or there have been instances where the exam creators sold the exam Q&A ahead of time. Poor people have parents feeding answers to their kids through windows. Go google that and you see parents on three story ladders.
