My guess is this was discussed nationwide in LE circles after George Floyd. The powers that be want to avoid nationwide riots. Even state governors are putting out statements condemning what happened. I think we'll continue to see this kind of response in the future.

What we really need is a sea-change in police mentality. They think they're hunters, and the public is their prey. They think it's open season on the public, year round. This has got to stop already.[/quote]
