Why not prioritize income protection and enhanced unemployment for employees and business owners in those sectors. This $1.9T bill comes across as using the plight of those industries as the cover to justify massive spending on other things. $170B for schools - seems like my kids teachers still have a job and I really question whether $170B on top of the $54B in the December COVID Relief bill is needed to open schools.
