The NYT had an article where a Brazilian judge said that the crime of reporting a false charge is NBD, a fine paid to a charity. So the entire incident was blown up by the press. Also, some were pointing to the video of them returning nonchalantly, to show that nothing happened. Well, Lochte gave an interview with NBC the next day, very shaken about having guns drawn on him. As was eventually admitted by Rio police.
OK, with a "small" 5 figure donation to a charity, small crimes go away. The security guard, who pulled a gun on them (which even in Brazil is a bit excessive), won't pay any fee, since he's choosing to remain anonymous. If you're rich, you pay for justice. If you're affiliated with the police, you get away with anything. Good thing Feigen is getting enough money for his medal to cover the fee, since he's not actually rich.
