Anyone with a brain. Dionysus is up front and center in blue at the Olympics interpretation. There are more than 13 people at the table. The (big) lady with the halo matches this one.

So far, the artistic explanation is simply that an emphasis on inclusivity and diversity was the aim. No popular agreement on whether it was achieved, which, well, is often the effect of art.
