Obviously the Rocky Hill/Neelsville reassignments reduce split articulation. That was obvious to anyone paying the slightest attention.

Also, it's true that there's no evidence that the revised policy prioritizes diversity. Maybe some board members intended for the revision to prioritize diversity, but the fact is that it doesn't. All you have to do to figure this out is read it.[/quote]
