It allowed them to ignore the diversity consideration. That’s the real reason for not doing both at the same time. It wasn’t considered at all for the option program moves, so going forward with them without acknowledging the resulting boundaries gives them an out.[/quote]

I agree, and I also assume they're doing it this way to reduce the number of parents complaining at this point. Once the programs move, they will claim they have no choice but to adjust certain boundaries...[/quote]
