But so are lots of other things, like how the curriculum is implemented, how much flexibility is given, how it is tested, what kind of tests are used, etc., etc. It's not a yes/no kind of thing. School is a very complex and dynamic place. The target doesn't have to be exactly the same for two different people. It has to be okay to say this and to explain it. It can't be too rigid. Rigid thinking in a society is not positive. We have to see many sides. Sometimes it's hard to objectify that kind of thinking, but it doesn't mean that that kind of thinking should not occur.
