Can someone explain why anyone with an ankle bracelet is allowed in regular school? Back when I was in high school (different state) kids with ankle bracelets were in juvie. Is this a real thing across mcps?
Because it is the law. Every child, even those accused of crimes, is entitled to a free and public education. The agency that determines if a juvenile is eligible to return to their home school after being charged with a crime is Maryland's Department of Juvenile Services. That is the agency who would be responsible for monitoring the child via the ankle monitor.
This is where focused advocacy can actually make a difference. Not gun control. Better and more alternative/secure facilities so that this law can be met without risk to the general nonviolent/never violent population. The good news is this is in democrats' hands so should be easier to push for in Md. A more robust system where offenders would need to return to a more restrictive environment could also serve as a deterrent.
The case against the child might still be pending. My understanding is that electronic monitoring is far more common at that stage. Presumably you don't want them punished before their case has been adjudicated.
