[b]If so [/b]I'd report him to the HOA and have them harass him, assuming he's violating HOA rules. If he's not violating HOA rules, I'd work to get rules about dogs into the HOA. I would also tell him in my politest, most empathetic voice, that I have almost accidentally hit his dog with my car multiple times and I would be so incredibly distraught if I hurt a dog. No, no HOA or neighborhood association. Concerned neighbors have posted on neighborhood listservs but the perpetrators may not be on those listservs so they don't know Larlo plans to pepper spray their unleashed four legged. It is the LAW to leash and if they are allowing dogs to wander on others' properties, they are trespassing. The entitlement of some people is astonishing.[/quote]
