The rest of the section pertains to that scenario and the section has a clear header that says Closings/Delayed Openings. Early release days are not closed or delayed openings and APS is not closed on early release days. [/quote] There are two different sentences. It's basic drafting that if they meant the same thing, the sentence wouldn't be repeated. The first sentence is about weather closings. The second sentence addresses early release days.
