Both want peace but will defend if they are attacked. The choice is entitely Putin's. Even the everyday normal Russian people, that will bear the brunt of the consequences, don't want a war. As for preemptive attack, I wouldn't put it past Putin to pull a false flag to give him an excuse to invade as a "defensive" measure (which he himself created the need for).
