If it were truly merit- based and given in scenarios where companies legitimately could not find Americans to do the work. Unlike how it is being used now where companies are just looking for cheaper labor. Why pay an American engineer $50k when you can bring one from overseas and pay him/her $30k.The icing on the cake is when they have the American train their replacement before getting laid off.[/quote]
