Homeless (men, women, or children) need support from the City. Some need extensive support, like medical treatment if they have mental health or substance abuse problems. All of them need a free place to stay supplied by City tax dollars. 2. The City should minimize its cost to house the homeless. That means (among other things) making sure the housing is inexpensive. Therefore, homeless shelters should be placed in neighborhoods where it costs the least. 3. The City should take additional steps to divide the homeless population into segments. Those who are simply down on their luck but are working a steady job might get a shelter in a low-cost neighborhood. But those with serious criminal history or substance abuse problems ought to be in a more controlled shelter. How does that not make sense?[/quote]
