In an election year, so close to Nov, of course this was done behind closed doors to avoid a bigger mess but only temp until the new folks come in and can deal with it. It's basically like a CR delaying decision till another time because nobody wants to be the bad guy. Just because something keeps running does not mean it's fixed and working perfectly.
