[/quote] Vs. the one other idea: keep sending as many students as possible to Deal/Wilson in hopes that no politically unpleasant decisions need be made and no one notices the decline in educational quality for every single student regardless if color due to overcrowding. Create a test-in Communications/Arts Magnet at Cardozo, mandatory testing with opt-out (carrots away from Deal/Wilson) 3. Pursue partnership with Montgomery College (as UDC has issues) for college coursework for attendees of magnet schools (carrots away from Deal/Wilson). 4. End OOB at WTOP schools, with exception of set aside percentage for students from Wards 7/8 (reduce overcrowding/ensure diversity) 5. End PK 3 and 4 for non Title 1 schools (reduce overcrowding) 6. Rezone Shepherd and Lafayette to New North as of right, with option to test into magnets (reduce overcrowding/ensure diversity). 7. House language immersion charter school programs within in traditional public schools (charter schools serve as laboratories for innovation, make DCPS more approachable for some; reduce building costs for charters/ green space access for charters). 8.
