I am pretty sure the guy saying tricyclist (who is still at it, though trying different rhetoric) is not really mostly concerned with bikes.  I think he i mostly concerned with smug nerds, and is disappointed that things have not gone better for the Administration.    But cyclists (the "other" and the males in particular defy gender norms, by taking the less powerful vehicle, and wearing "tights")  are always an easy enemy, and in a region where people are frustrated by traffic maybe he can get a couple of frustrated drivers to go along.[/quote]
