I can't imagine her appointment having a huge impact on VA schools. For one, we don't have any charter schools in VA. Secondly, most FCPS schools are functioning so there's no reason for vouchers. I think most educational efforts are focused on reforming Title 1 and innercity schools. VA has been left pretty much unscathed by this wave of education reform and NCLB that's been going on for over a decade.
You badly misunderstand the point of vouchers, or where DeVos and folks like her have sought to implement them. Their efforts are not limited to failing or high needs schools in the least. They will come for every single public school dollar they can pry loose and divert to religious schools. The crying tragedy is, of course, that DeVos, Trump, and their cronies manage to avoid paying income tax, so their effort to divert tax funds amount to a massive wealth transfer from the middle to upper classes.
