We have two kids with SN in our neighborhood and they are often around outside walking on their own. Also, it happened between 7 and 8am. People are busy, hurrying to get to work, etc. I could see people just driving by and not paying attention. Things happen all the time in this area, I'm broad daylight without witnesses.
