From the sound of it, it looks like the main purpose is to make sure there are no out of county students attending who should be paying tuition.

With records, the standards will probably vary by school.  And I'm sure some schools where you wouldn't think people would go to the trouble of sending their kids too might be a bit more lax about some of the requirements.

I think for the cases where a student moves, they let the student stay in the current school for the remainder of the school year but the student then has to go to the new school the following school year from this webpage:
