Safeway has a changng table in the ladies room." Her response was, "Not that it is any of your business but I don't want to expose my child to the germs from other babies." I returned to store and told a manager so they disinfect the cart and pointed her out to them. Maybe I should have just gone on my own way but this was beyond the bounds of what I could tolerate.
