Degrees from Stanford and Harvard!  Why didn't you say so earlier?  Of course, that gives him the experience to be president.

As PPs have pointed out, the San Antonio mayor's post is part-time, largely ceremonial and rather devoid of any power.  This is known as a weak mayor" system.  Power lies with the city council and executive authority with a city manager who is under the council.  One can speculate about how and why Castro was appointed to HUD, but he can't do much harm there because it's been a bureaucratic backwater for almost ever.
