Yet there it is, an ethnic slur. When you call a kid an anchor baby, you are saying that his purpose is to create a legal status which makes it hard to deport his family. You may even be implying that he was conceived for the purpose of doing that. In case you have any doubt, you will not hear people voluntarily calling themselves or their children anchor babies.
