The truth? Yes, I would be worried. Most kids I know (my kid is 10) who were chubby babies and toddlers never stopped being chubby and are now just fat.
....but a baby who is 90+ percentile for height AND weight is not necessarily any more "chubby" than a baby who is 50th percentile for height and weight. My DS1 was over 10 pounds at birth and stayed at 95th-99th percentile throughout early childhood. He weighed 26 pounds at a year, 33 pounds at 2, 42 pounds at 3, 46 pounds at 4. However, he was also consistently above the 95th percentile in height. He was 42" tall at 3 and 44" tall at 4. He stayed above the 97th percentile in height well into elementary school, but his weight dropped below the 90th percentile starting when he was about 8. Today he is 17, 6'2" (97th percentile) and weighs 160 lbs (75th percentile). Quite slender. My DH and I are not particularly tall. I am 5'4" and DH is 5'10".
