Surely the test of a competent cleaner is if they at least offer to remove their shoes when the first come to your house. We remove shoes as do guests and workmen. Therefore it follows that someone who is coming to clean your house does. We provide slippers for the cleaner to wear. If a prospective cleaner doesn't know the basic courtesies then we don't employ them. If others don't mind what their cleaners do then thats really irrelevant to what we do
It's not at all safe for your cleaner to work in socks or slippers. It's exploitative to ask them to take risks with their health to pander to your fears.
Its not exploitative to ask your family to wear slippers in the house is it? If its good enough for your family then surely its good enough for an employee. Thankfully we live in an area where poeple do take shoes off and respect everyones property and wishes.
