Bullies are often bullied themselves by bigger bullies, sometimes at home: also true. Race-neutral as pertains to the suspension of preschoolers: not true. The issue is not just that preschoolers are being suspended but that preschoolers of color, specifically African American boys, are expelled at a much higher rate than students of other races. That's not race-neutral. It speaks to an overlying societal belief that Black boys are unruly, that they cannot behave, that they must be punished harshly. The suggestion that this data is irrelevant because there are bullies of other races is, in and of itself, racist. I don't know why this is confusing to you.[/quote]
