Probably, but that is not a legal matter.

Whether or not changes or tweaks or an undoing or a total halt or anything else [b]should[/b] happen in regard to the boundary changes is a separate question from whether they [b]can[/b] happen. Moreover, both of those are separate from [b]will[/b] happen. I think the boundary change notification [b]can[/b] be rescinded. Without additional knowledge of why it might be rescinded, I have no opinion on whether it [b]should[/b] be rescinded. Based on what I do know, I don't think it [b]will[/b] be rescinded.

This is why Henderson could leave DCPS after a Mission Accomplished of implementing Common Core and PARCC tests. Why stick around for the fallout?

Muriel Bowser can't do anything without Marion Barry's AND Tony Williams' approval. Neither have skin in the game directly for 2015-16.

If charter enrollment nears or tops 50% under Bowser, her local political  career is over.
