How about you take away all screen time, phones, video games etc. until they finish their homework? A new school isn't going to make them do their homework. It isn't going to solve your problem. If you no they did zero homework they can stay at home or the library on the weekends and after school until they finish. Save money on private school and hire a tutor four days a week after school to help them do the homework if you can't.
I like all these ideas, except maybe you need to modify this by setting "homework hours" from 7-10, or whatever you think is reasonable, and take away all gadgets for the entire period. They can read or work ahead if they finish early. Otherwise, at 7:30 they will tell you they have little or no homework and ask for their gadgets back. I bet last year you asked them about homework and they said "none," right? This will just get worse if it's a question of getting their gadgets back ASAP. So, no gadgets until 10 or, better, for the rest of the night because kids shouldn't be sleeping with their gadgets. Make them earn the gadgets back: if you don't get any Cs this semester, you can have your iPhone after 10, or between the hours of 10-10:30, or whatever you decide. Agree that a new school can't make them do their homework. Get a tutor if you must. Or an executive function tutor, who will teach them study skills. Also, monitor Edline like crazy.
