I agree with others that you do not make a big deal of it, is not going to be a problem for your kids. I have 5 and 8 year old DDs, they see us naked sometimes when we get in and out of the shower and never made any comment, a body is a body and there is nothing strange about it. last year I was with them on an island in Europe, and one day we walked to the rocks on the other side of the island. there were nudists there. close by we had a naked couple in their 70s', and on the other side a family with 3 teenagers (between 12 and 18 probably), all naked. my then 4 year old looked around and said "mom, they do not have a swuimsuit" and I looked and said that she was right and that was it. they spent their time loking for crabs, fish and see urchins, talked in the water with one of the nakes women, no issue whatsoever, and they did not even mention it to other family members when we saw them later in the evening, back from the beach. we went to the same place other times and they never flinched. unless these people masturbate in front of the windows or soemthing like that, it is not a big deal for your kids. you really should stop looking inside their windows, even the houses are close, you still are looking
Your examples are very different than what the Op is describing, though. Nudists outside in neutral territory, parents dressing in front of their own small children in the privacy of their own homes....not the same thing. Op should be able to relax in her own home, look out her own window without being accused of voyeurism. It sounds as though these homes and these windows are very close together. Personally, I would probably want to cover the windows facing directly into my neighbor's windows regardless.
