Can you make a video recording of the barking, and also include a shot of a clock to show the time(s) the noise is happening? Then you can share it with your neighbors, and let them know that the status quo is unacceptable and that they will force your hand and compel you to take the next steps. Many people with dogs just don't get how annoying the sounds of their dog barking is. I have a friend whose neighbor complains about their dogs barking, and she's very indignant that the woman complains. I have to bite my tongue to keep from saying, "Your dogs are loud. Most people don't like to hear the sound of frequent barking. You may love Cuddles and Fido but your neighbor doesn't."
I agree with the video. I do not agree with the mobbing. The mobbing will not work in your favor, OP. There is nothing that compels them to "get rid of" the dogs. There may be certain parameters, but that's it. In fact, they could easily use your "parameters" against you. I have seen it.
