They need better owners.[/quote] This is that pp. Also, if you put it in terms of "no proper shelter, long periods of time outside" that alone can get them in trouble and will def get Animal Control to investigate and you won't come off as a complainer. At a minimum they will get checked out for rabies vax and license and having none can result in big fines, even for a first offense.[/quote]
