It's not a question of a different format. It's a question of a different curriculum. If the curriculum used to teach some of topic X in third grade and some of topic X in fourth grade, but now teaches all of topic X in fourth grade, the third graders' scores will drop, because they haven't been taught topic X yet.[/quote]
