Is anyone at the Board of Ed concerned?  Is Starr concerned?  What do they propose to do?

MCPS isn't so great because of the barriers to education all children face.  Children with highly educated parents and whose parents have the means to supplement where the school system lacks in instruction do have a huge advantage over children with limited resources.  Your can shuffle the kids around, bus them here and there, but the socio-economic barrier will still be there.  The numbers will just be smoothed out per school populations.

The real solution to closing the gaps between disadvantage groups is to improve access to basic tools for learning for all children.  That includes access to core means of instruction.  Examples:  use technology to put class notes online.  Show kids resources they can use for referencing when they are doing homework.  Give all kids access to technology like the internet and a computer for homework if not provided at home (before, during, and afterschool computer lab hours).  Most importantly, send all forms of assessments home (quizzes, formatives, summatives, unit tests, and exams) home with the child so the child can review his/her mistakes and learn from them.
