Does it count if the heli-parent won't travel anywhere, ever without the dog? And/or if they have the dog declared a "service animal" despite the total lack of any medical need for one?
How do they do that? Is there an organization they have to bribe? Don't you have to have some sort of a disability to even justify having a service animal?
If you want a regulated, certified assistance dog/service animal -- that's one thing. But you can just buy a "vest" on line and declare your dog a service animal. Voila! Do the google.
Someone I love dearly but who I think is completely insane when it comes to her dog got her therapist to write a letter essentially saying that said person would not be mentally/emotionally well to have her dog with her and it worked! It is officially legally a service animal. She gets to take her dog with her on trains, buses, planes, hotels etc. (not just "pet friendly" venues) as a lap animal. (No, it's not a legitimate condition - the person just really likes having her dog along.) I get that she loves the dog and everything, but good grief - we're expected to be even more conscientious around this thing (and actually talk to it) than we are around other friends' high maintenance (read: allergic to the word "no") toddlers.
