If you are not certain, and it is ON YOUR OWN PROPERTY, you need to hire an UNBIASED (big concept, I know) to (wait for it) professionally write up any concerns.  You will need MORE THAN ONE professional opinion by a bamboo expert that SPECIALIZES in bamboo.

You have absolutely zero business on anyones property but your own.  If you attempt to mind others property, they can take measures against you.  You are a grown adult?  You realize this, right?

Since you are so willing to run your mouth and fear monger, and perhaps worse, against your neighbors; I assume you have tremendously deep pockets to keep up with your big mouth.  You better hope they don't come after you with a lawsuit or two for being a neighborhood nuisance, among other worse things.   Or are you the type that has nothing (no house, car, career, whatever) to lose?

Pay money out of your own pocket for a certified bamboo specialist to have a professional, notarized quote done.  It will require more than one; who are not in any way affiliated (if they are affiliated it nullifies the quote).

Honestly, act like you have brains.  No one will take you seriously if you tho about it like a raving lunatic who is fear mongering, at best.
