Even if the DC populace becomes less AA it doesn't equate that the school population will reflect a change. One white couple can't cimpare to the hispanic couple with bearing school age children. Also, the multi generational scene of AAs as native Washingtonians have a strong advantage for years/decades to come. It would require 1,000 white children year entering consecutively for at least 4 years in prek4 and staying beyond 3rd/5th grade to make a dent. It is not going to happen. More whites with less children doesn't compare with less black with more children.
Of course, you're ignoring the falling poor population as people move out to the suburbs. And the poor are overwhelmingly AA. So while the numerator is increasing, the denominator is also falling.
