And maybe you could argue that most people with intellectual disabilities want to be “engaged in the community.”  If this law forced communities to expand work and volunteer programs for people with intellectual disabilities, that would be good.

If the current rules are too hard on people with sometimes of health concerns, good regulators could fix those rules.
