ABLI, for example, “came mainly from Microsoft, Cisco, Intel, and other IT companies.”16 Additionally, there was support from within the government, particularly from Senate Immigration Subcommittee Chair, Michigan Senator Spencer Abraham, who focused exclusively on the H-1B visa issue. These industry advocates would exert pressure on Congress, both externally and internally.[/i]
