UMCP switched CS Dept to be its own separate direct admission to handle the demand. Transferring later from another major to CS is nearly impossible at UMCP. At VT and several other universities with engineering programs, but not at all universities with engineering programs, one is admitted as a general engineering student and there are limits on who can pursue some specific engineering majors. If one wants an in-demand engineering major, it is competitive to be allowed to declare that major. Such programs are inherently competitive, not collaborative, simply because it is a zero sum game.
