That's possible, but it is really really hard to hire a hitman without leaving some evidence. There would very likely be unexplained communications between the stepkid and the shooter. If nothing else, there would be evidence that the shooter recently came into unexplained money. I also think the fact that the shooter apparently hung onto the gun is incongruent with this theory.
