Families are allowed to gather information. That doesn’t automatically mean a rule was broken. If a student transfers under one of the approved FCPS reasons and the transfer is reviewed and cleared by VHSL, then procedurally it met eligibility standards. VHSL looks specifically at athletic motivation when determining eligibility. There’s a difference between suspicion and evidence.
