Generally coaches will take swimmer preference into account, but I don't doubt there's some coach out there who doesn't. If they have the regional cut, they don't have to swim the event at Districts to swim at Regionals, and those cuts are given to coaches before the season starts.[/quote] Every region is different and the Athletic Director's in each region are empowered to set their own rules with regards to those meets. Think of the AD’s like the meet director setting the entry rules for a USA swimming meet. The only VHSL rules around State’s and Regional’s that the AD’s must follow exist in the VHSL handbook on VHSL.com. I was trying to explain that there will be different rules for making States, Regionals, and Districts (if there is even districts) depending on what the ADs in that Region have decided. Sometimes swimming a state qualifying time in a dual meet will be certified by the regional host AD, sometimes it won’t, sometimes a district time state time will be certified and sometimes it won’t. And other times the only way to make states from a given region is to place (or have more than 8 people swim a state cut time). If there are districts, sometimes only a swimmer that placed at districts can swim at regionals, other times there will be a regional cut time that will be certified, and sometimes they will even ignore a state cut time swam at a dual meet to get into regionals if there was a district meet. My point was simply that the regional ADs are empowered to run the district and regional meets pretty much however they want with almost no restrictions placed on them by VHSL.[/quote]
